While Totem have this feature build in VLC don't have it and it is a nice feature to have.
August Bering have developed a extension script for VLC that resumes video playback from last position in VLC.
You can get this extension with this simple command:

mkdir -p ~/.local/share/vlc/lua/extensions && wget http://ubuntuone.com/2932ENr3jVtS0BdtvFra2T && mv 2932ENr3jVtS0BdtvFra2T .local/share/vlc/lua/extensions/mempos.luaNow start VLC go to View and check Remember position.
